Who knows? It's clear from all the nonsense with the earpods that Rose Tyler not being born isn't the only thing that's different in that universe. With all the things different on twenty-first century Earth, it would be silly to think that things aren't different everywhere else, too. Hell, for all we know, events somehow came together so that Jack DOES run Torchwood Three, and even goes by Jack Harkness. I'm going to stop thinking about this now.
